North American Daylight Saving Time Changes This Year
The U.S. Energy Policy Act of 2005 changes the dates for switching to and from Daylight Saving Time in North America beginning this year.
Unless your operating system is up-to-date, any application that date- or time-stamps files, emails, or transactions may not function properly.
Beginning in 2007, Daylight Saving Time (DST) will start at 2 am local time on the second Sunday of March, instead of the current rule of the first Sunday of April. DST will end at 2 am on the first Sunday of November instead of the current rule of the last Sunday of October. These date changes affect all United States and Canadian time zones that implement DST.

These new rules require changes to your operating systems so that the systems continue to function properly past these dates. Potentially, some of your applications will also need to be updated to accommodate these rule changes.
Cameron Haight, a Gartner Inc. analyst who has studied the potential effects of the daylight-saving bug, said that if not fixed it might force transactions occurring within one hour of midnight to be recorded on the wrong day. Computers might serve up erroneous information about multinational teleconference times and physical-world appointments.
"Organizations could face significant losses if they are not prepared," the Information Technology Association of America cautioned this week.
